Refactor PEP to make it use the existing pubsub API.

Description

The current PEP implementation conflicts with the pubsub implementation for handling stanzas with the same namespace. This occurred due to the PEP implementation being written first, but the reality is that PEP is by nature a subset of pubsub.

The current PEP implementation needs to be rewritten to use pubsub.
