Have an ad-hoc command accessible to everyone

Description

Openfire supports ad-hoc commands, and includes several. Those that are currently included are only usable by administrative users.

For testing purposes, it would be good to have an ad-hoc command that's usable by everyone. A simple command could be a ping/pong type command.
