Don't unconditionally auto-create PEPService.

Description

Logically, every user is thought to have a PEPService. To facilitate this, Openfire will auto-create a PEP Service object when one is requested, if one didn't yet exist.

Sometimes, this is rather pointless, for example when deleting a user and it's associated PEP Service.

Openfire should not unconditionally auto-create a PEP service.
