inVerse plugin: translations are not working

Description

The inVerse plugin allows the administrator to set the preferred language for the client. This selection has no effect.

When loading the application, the browser reports 404 for resources like these: https://xmpp.igniterealtime.org:7483/inverse/locale/de/LC_MESSAGES/converse.json

JC tells me that locale file from the conversejs source need to be included in our plugin.
