There is now an ongoing effort to realize a plugin that supports Push Notifications. See https://github.com/igniterealtime/openfire-pushnotification-plugin

Nobody is known to be actively working on this.  If anybody watching has a funding source for this work, please consider engaging the professional support folks for implementation
