Show message when plugin manager is working

The loading and unloading of plugins can take quite some time, during which the admin console displays a listing of plugins that is likely incorrect. In such cases, an informational message should be displayed. As an added bonus: the presence (or absence) of that message also indicates when Openfire is "done" applying the changes that were requested via the admin console.
