Update translations inside Spark

Updated the patch file to the latest trunk again.

No word from Derek in two months.

This is for now the last time I'll be sending updates until I get a decent conversation going.

Having a couple small issues with hard code mappings in patch.

To be more precise, the changes in this patch file include mostly:

• Added the possibility for a global spark.properties; As Java itself, a spark.properties placed in the Spark program dir will override and force any user options.

• Added an option to disable updates (not in GUI yet, no idea where to put that logically). adding CheckForUpdates= to (a) properties file will override the default of 7 (days). 0 means disable. This way users with no rights to upgrade won't be bothered with update notifications.

• As mentioned above the code for a Clear Log button is almost complete.

Below is a list of all the keys I've added. I can't find a single string in our client that needs translating anymore.
The scratchpad plugin is in there as well, parts of the jingle plugin too.
Also the code has been adapted to display localized time formats, for example not
"Aug 23, 2007, 2:15 PM" but "23 aug, 14:15" if you're in the Netherlands.

For convenience I've resorted the English properties file.

I'm submitting a new version of the patch file as I recently discovered two unused preference strings I added for my own fix for sorting offline users until Derek did his work on it.

Here's my latest list of improvements.
I've added translations (most notably the new broadcasting system and the tasks & notes), I've localed most of the dates (some people don't even know what AM or PM is supposed to be), and I probably did some stuff more that made me happy in the meantime.

I've also been working on a "Clear Log" button. Once a user presses "Clear" in the ChatWindow, Spark will ask to clear the log file as well.
I'm pretty much done, I only need the JID of the user to compile the logfile name.
