Having disabled the option of "Show Empty Group" and a group is not shown because it is empty or every user disconnected, when you copy an online contact to the empty group it does not appear.
How to reproduce: . Disable the option: Show Empty Group . Create a group . Copy an offline user to it . Close Spark . Open Spark . Notice that the new group does not appear since everyone are offline (OK) . Copy an online user to the new group Result: The group does not become visible.
Another way to reproduce it: . Create a Group . Close Spark . Open Spark Result: The created group does not become visible.

This only happens while copying online contacts to empty groups (and this is fixed after restart). Empty groups becomes visible when some contact from this group becomes online. Changing priority to Minor. Spark has plenty of places which doesnt update their status until you restart Spark.
