improve display of buttons in "Browse Conference Rooms"

Description

With the German locale and the default settings (at least I think I didn't change anything) one can see only the buttons "Join selected room" and "Bookmark Room".

"Create or join room" and "Refresh" are not visible and if one does increase the size of the window manually one will really wonder how to create a MUC.

Another issue: Left of the "Name" columns is another one. OnMouseOver displays usually an empty ToolTipText box, this looks weird, not sure if one can fix this.

I've sent in a solution for the problem with the buttons.

If now a Button disappear, a little arrow will appear which contains a Popmenu with the disappeared Buttons.
I think this is the best solution for this problem.

We will see, if this patch will be accepted...
