Remove plugins does not remove plugins

Description

if you're removing plugins using the plugin manager spark say "removed after restart". after a restart the plugin is still there. seems to me that the plugin gets removed from appdata, but spark copies not installed plugins from install directory to appdata during startup

Ok. Now it is better. But the deactivated plugin still shows up in the Available plugins list and you can try to install it, though it won't showup. Maybe it should be hidden in that list. Also in the Deactivated list it shows null by null (version and producer of the plugin).

This is not an option for a limited rights environment. Limited users won't be able to remove plugins from the install directory. Also i don't think this is right, because maybe anbother user on this PC will want to use such plugin. I think removed plugin (via plugin manager) should be marked somehow and Spark should read that mark and not load marked plugins on startup.
