Create a horizontal scrollbar in the emoticons picker for large emoticons packages

One may want to have a very large emoticons set (about 50 or more icons), also those icons can be bigger than the default ones. Then the emoticons picker window will grow to the boundaries of the display, trying to show all the icons at once. Maybe there can be a horizontal (or vertical) scrollbar, which should appear if picker window is exceeding some default size.
