Pubsub library doesn't allow the packet id to be specified.

Description

The creation of the pubsub iq packets is abstracted away by the API. This removes the ability for developers to set specific attributes like the packet id on those packets.

This issue can already be addressed by the existing capability to set a PacketInterceptor on an XMPPConnection
