Add Jingle Relay Nodes plugin

Description

A new plugin that implements the experimental XEP-0278 "Jingle Relay Nodes" was submitted to us. We should include this in our code.

Thiago, I just committed a partial rewrite. The plugin now makes use of AbstactComponent instead of implementing the Component interface manually. Could you please review and test this new plugin?
