Build fails in CI due to new Open Source Clustering Plugin

Description

In the CI build server, the clustering plugin fails to build. Ant is configured to continue despite the error, but CI still sees the error and fails the build.

This needs to be resolved, either by a change to the CI project config or the build.xml.
