PEP Service does not support auto-create feature

Description

PEP Service does not support the "auto-create" feature although this is a non-optional requirement of a PEP:

XEP-0163:

If the node does not already exist, the PEP service MUST create the node. This "auto-create" feature (defined in XEP-0060) MUST be supported by a PEP service.

The patch for this appears to have gone in for 3.10.0 release?
