PEP should respond to service discovery

Description

Unlike our Pubsub implementation, the PEP implementation does not (but should) process service discovery request.

OMEMO is currently failing, as Paul's implementation performs a disco/info request, which fails.

I'm pretty sure that our PEP implementation doesn't respond with disco#info when the query is made against a node?

I can't duplicate this.

I see it responding OK to disco#info and disco#items requests. Looks fine to me. What's the actual issue here?
