s2s connection settings whitelisting does not work / console UI broken

Description

Both 4.0.3 and 4.1 (master) exhibit problems with /connection-settings-socket-s2s.jsp

1. No operations happen when selecting either blacklist or whitelist s2s domains
2. Creating a whitelist does not work, all domains can still connect
