Fix tabs stacking direction and tabs size with multirow tabbar

Description

Tabs stacking works a bit weirdly. Rows of new tabs go on top of older rows. First of all in older Spark version it works vice versa and i think we should retain older style (new tabs goes to the bottom rows). And i haven't seen that new tabs go to top in any other application (browsers). Also when a new row of tabs appears it sometimes takes one tab from a previous row and puts it into a new row, though it was fitting in one row before that. And tabs which were left in the first row are stretched to fill whole row (see screenshot, two tabs are stretched). Probably this ticket should cover all these issues too. Tabs shouldnt take more space than they need.

Mass closing of all bugs resoved during 2.6.0 and 2.6.1

Can't say this is fixed, unless you wanted to mark it as Won't fix. Stacking is still weird and if you press a tab which is in the top row, it jumps to the bottom row.

still a big problem related to the L&F. but we finally made the decision to use jtattoo luna as default L&F. there were big steps forward in customizing the L&F because it is open source. i'm looking forward to get this issue (partially) fixed in 2.6.1

yes, if your are using the scroll_tab_layout you'll only have on row of tabs with two arrows on the right side. (have a look at the screenshot)

if your are using the synthetica LaF with more than one row, always the row with the current avtive chat tab will be at the buttom of the rows...
(try it if you don't get what i mean)

It's a pity. Do you mean this is affected by Substance? Because there were no such problems with Synthetica skin, or maybe it has some hacks to override such behavior. Well, this isn't affecting me while i'm chatting to 3-4 people, but i often have to chat with more people and this will for sure will be noticed by users after the release. Does that scroll_tab_layout mean that ther will be a scrollbar and just one row of tabs, not multiple rows?
