Pubsub configuration event is incorrect

Description

On node configuration, the configuration event published to subscribers contained an item element with an id='configuration' instead of a configuration element. Probably a version related issue.

May be a versioning issue (1.8 vs. 1.12)

ID is now set to node id

This was changed between version 1.7 and 1.8. So this can be committed since the server is already supposed to support 1.8.
