1. UserA logs into the server but never sends an available presence (so he is unavailable)
2. UserB logs into the server
3. UserA sends a directed presence to UserB
4. UserB sends a message to the bare JID of UserA
5. UserA should receive the message

Note: UserA and UserB should not be in the roster of each other
